George Lombardi, Director of the Missouri Department of Corrections brought words of encouragement and did a wonderful job of explaing what Corrections is and what it is not. Although debtors prisons have been illegal sinse the 1800's, several States are engaged in arrest of persons who for various reasons cannot pay a bill. This has happened in Kansas City, Missouri.
